Texas House Criminal Jurisprudence Committee Chair Joe Moody, D-El Paso, and Rep. Jeff Leach, R-Plano, orchestrated an unprecedented legislative maneuver that temporarily spared the life of death row inmate Robert Roberson just before he was scheduled to be executed.
