A recent meeting of a San Antonio council committee has brought a digital billboard program one step closer to becoming a reality in the city. This initiative, which is set to be evaluated by the full city council in the coming months, aims to introduce electronic signage similar to existing displays in cities such as Denver, Atlanta, and West Hollywood.
Details of the Proposal
The pilot program, which will span two years, intends to permit off-premise advertising, necessitating modifications to the city’s existing signage regulations. Key features of the initiative include:

- Shared billboard time allocated for public messages and local art displays.
- A revenue-sharing model where a portion of billboard earnings would benefit the city, potentially funding local arts programs.

“You can try to put lipstick on the pig,” remarked Patti Zaiontz, a former president of the Conservation Society of San Antonio. Meanwhile, Kathleen Trenchard criticized the project, calling it a “Trojan horse,” raising doubts about whether the anticipated financial benefits would justify the visual trade-offs.
Support for the Initiative
Despite the opposition, some local leaders believe the program can be implemented tastefully. Trish DeBerry, President and CEO of Centro San Antonio, expressed optimism about the potential advantages:
“We believe it can be done tastefully, pragmatically, in a way that enhances downtown and the current beauty that we have in downtown,” she said.
Proposed Guidelines and Locations
Mike Shannon, director of the city’s Development Services Department, proposed specific guidelines for billboard placement to address community concerns. Notable stipulations include:
- Prohibiting installations visible from the River Walk.
- Ensuring historic buildings remain exempt from advertising structures.
- Regulating signage in designated historic districts through the appropriate review commissions.
Ten neighborhoods, including areas near Port San Antonio and Toyota Field, have been proposed for the pilot. Some council members suggested reconsidering the inclusion of historically significant areas, such as the King William neighborhood and the Pearl Brewery District.
