On January 14, 2025, the Texas House of Representatives convened for the 89th legislative session, electing Rep. Dustin Burrows (R-Lubbock) as Speaker after a contentious leadership contest that highlighted deep divisions within the Republican Party.
Burrows secured the speakership with a coalition of 49 Democrats and 36 Republicans, defeating Rep. David Cook (R-Mansfield) by a vote of 85 to 55 in the second round of balloting. Nine members were present but did not vote.
The election marked a significant shift in House leadership, as Burrows succeeded Rep. Dade Phelan (R-Beaumont), who chose not to seek a third term. Burrows, a Lubbock native and attorney, has represented District 83 since 2015 and previously chaired the House Calendars Committee.
The speakership race exposed ideological rifts within the GOP. Cook, backed by Governor Greg Abbott and Attorney General Ken Paxton, represented the party’s hardline faction, advocating for policies that would limit Democratic influence in the House. Burrows, perceived as more moderate, garnered bipartisan support by pledging to uphold the chamber’s tradition of inclusivity.
In his acceptance speech, Burrows emphasized unity and collaboration, stating, “The duty bestowed upon me today as Speaker of the Texas House is one of immense responsibility and honor, and I thank each of my colleagues for their trust and vote of confidence.”
Despite initial criticism from conservative Republicans, Burrows has since aligned the House with key elements of the GOP agenda, including school vouchers, property tax reductions, and restrictions on school library content.
As the 89th legislative session progresses, Burrows faces the challenge of balancing bipartisan cooperation with advancing the Republican platform. His leadership will be pivotal in shaping Texas’s legislative priorities through June 2, 2025.
